Perth & Smiths Falls District Hospital Welcomes Report from Auditor General

Smiths Falls, ON –  The Perth and Smiths Falls District Hospital (the “Hospital”) welcomed the report from the Office of the Auditor General of Ontario (the “Auditor General”) regarding the use, procurement and management of lobbyists and consultants by hospitals.

The Perth and Smiths Falls District Hospital has policies and procedures in place to ensure that public funds are spent appropriately.  The Hospital was not one of the 16 hospitals investigated by the Auditor General.  “The Hospital has not nor does it engage the use of lobbyists nor does it support such”, stated Larry Sparks, Chair, Board of Directors.  “We support the government’s decision to ban the use of consultant lobbyists by hospitals.  As an organization, we believe that discussions about our organization’s needs with government are best done directly by either myself and/or the Board Chair or the entire Board.  We have not utilized the services of a lobbyist to date,” stated Todd Stepanuik, President & CEO.  The Hospital uses external consultants very infrequently, such Architects and Project Management services associated with the Smiths Falls site Redevelopment Project using a competitive bid process as well as consultants for strategic planning.

The Auditor General’s report released on October 20, 2010 highlighted where some hospitals, where appropriate processes were not followed.  “While this may be the situation at some Ontario hospitals, it is not the case at the Perth and Smiths Falls District Hospital,” stated Todd Stepanuik, President & CEO.

The Hospital policies are fully compliant with the broader public sector supply chain guidelines.

The Hospital has a procurement policy for services.  Under such policy, the hospital is required to issue a competitive bid process (multiple quotes) on purchases in excess of $5,000.  For expenditures exceeding $100,000 PSFDH places the request for competitive bid/quotes on MERX, which is Canada’s electronic tendering service for government related contracts.

While none of the situations discussed in the Auditor General’s report apply to the Perth and Smiths Falls District Hospital, the organization welcomes any recommendations that will help improve the management and oversight of our practices.
